Free learning resources to help organisations support people who are experiencing vulnerability

Anyone can experience vulnerability at some point in their life. People experiencing vulnerability may mean they struggle to access and navigate public services, which in turn can lead to disadvantages. While some people may not see themselves as vulnerable, being mindful of this helps public service providers ensure that everyone's unique and individual needs are identified and met. 

With others, we have created a set of resources to help public service providers support people experiencing vulnerability.

The toolkit contains a Powerpoint presentation, a Workbook, Facilitator's Notes, and videos with contributions from organisations discussing their work in this area.

The care of a patient by the Southern Trust’s Home Treatment Crisis Response Service

A complainant raised concerns about how the Southern Trust cared for her vulnerable sister.  

Our investigation found a number of failings by the Trust.  

Trust’s response to Continuing Healthcare request was not in line with guidance

A man asked the South Eastern Trust to check whether his mother was entitled to help with her care home fees. 

We found the Trust failed to properly deal with the request and asked it to re-assess her primary care needs when revised guidance becomes available.

Quarterly Bulletin - July 2024

We produce a Quarterly Bulletin to give readers a short update on our most recent work.

The July Bulletin highlights two reports into complaints about health trusts, and one into a complaint about a government department. It also contains information about our work to help public bodies support users experiencing vulnerability.

Care and treatment failures contributed to death of patient

A man was admitted to Altnagelvin Hospital with severe abdominal pain.  

Our investigation found that a series of delays in his care and treatment, and a failure to manage his sepsis, contributed to his death.

We asked the Northern Trust to apologise to a man after it failed to properly deal with his request for Continuing Healthcare.

Nursing staff in the Belfast Trust provided appropriate care to a patient before he underwent elective vascular surgery. However, we found it of significant concern that the Trust failed to keep records of a discussion it had with him about the surgery’s risks.
