Decision on sanction

21 October 2016

At a reconvened Adjudication Hearing held yesterday in the Downshire Civic Centre, Downpatrick, the Acting Commissioner, Mr Ian A Gordon OBE, having previously concluded that Councillor Patrick Clarke had breached the Local Government Code of Conduct for Councillors, imposed a sanction on him of disqualification for a period of three years for being, or becoming, a councillor. Complaint about patient's hospital care not upheld

A patient who attended Craigavon Area Hospital due to pain in his shoulder and loss of power in his right arm received an appropriate level of care, according to an investigation carried out by the Ombudsman.

Doctor's consultation prior to patient's death was 'reasonable and appropriate'

A patient who died three days after visiting his doctor for a routine medical review received treatment that was 'appropriate and in accordance with relevant guidance' according to an investigation by the Ombudsman.

Investigation finds planning application was not properly considered

The Ombudsman has found that an application to build a residential nursing home in County Down was, in part, incorrectly assessed by planners.

Communications with patients on healthcare waiting lists

This investigation found that the system for communicating with patients on healthcare waiting lists is in ‘disarray’, and concluded that significant and repeated failures across the system amounted to ‘systemic maladministration’.

It urged the Department of Health to work with Health Trusts, GPs and others to address the failings.
